NEWSLETTER OF ARMS April - May 2022 |
Dear Colleagues, I’m watching the leaves of the deciduous trees turn yellow-orange then gently flutter to the ground. It’s a time of change of seasons and also for us at many levels – personally, organisationally and at a country level.
Like many of you, I am saying farewell to colleagues and friends who’ve decided to take a different path for a little while away from research and research management, while others are continuing their research management journey at different places. As they say, it is a small world, and even for those taking a break from the profession, our paths may cross again. |
Within Australia, we are in election season and have caretaker conventions in place. This message is not a political piece – but this is a time of opportunity for us and our research institutions. More than ever, the importance of research for our national economy and society is coming to the fore. ARMS will play a role in reinforcing that message and the importance of research management to support the foundations of research excellence and impact wherever possible.
An integral part of our democratic society and good governance is consultation. On that note, our governments and their agencies regularly seek the input of their constituents to guide and shape future policy and its implementation. Within Australia, there have been numerous consultations as we shape the next few years – these will continue after the election. I encourage you to be involved through your institutions and also through ARMS. Within ARMS, we will also soon be reviewing, as we do periodically, some of the Terms of Reference for various committees – please watch this virtual space for more information.
In this newsletter, you will also see a new article from Professor Michael Khor summarising the state of research and innovation in Singapore. We will also have a similar one for New Zealand in the next newsletter, after which we will circle back to Australia.
Finally, as you’ll see below, we have some exciting things a-happening! Check out the information on the Accreditation Programs, and the news about our ARMS 2022 Virtual Conference – registrations are now open. Ask your institutional representative about institutional registrations! Yours in ARMS, |

| RESEARCH & INNOVATION UPDATE IN SINGAPORE
(Prepared by Professor Michael Khor from the Nanyang Technological University, Singapore)
In December 2020, the Singapore government announced strategic plans for the Research, Innovation, and Enterprise (RIE) 2025 plan with a S$25B investment, amounting to approximately 1% of the GDP. This succeeds a 30-year history of research and innovation investments, which has been a pillar to Singapore’s progress. Today, Singapore supports a vibrant research and innovation ecosystem, with internationally-recognized public research institutions such as the Agency for Science, Technology and Research (A*STAR), universities such as Nanyang Technological University and National University of Singapore, and enterprise collaborating to answer the nation’s most pressing challenges.
The scope of RIE 2025 investment builds on the foundations of previous cycles to enhance Singapore’s long-term competitive advantage and establish the country as a technology and innovation hub. The efforts will focus on addressing domain focus areas, enriching the scientific base, and scaling platforms for accelerating enterprise innovation, technology transformation, and strengthen capabilities, underpinned by research talent development.
Domain areas of the RIE 2025 Plan consist of 4 key areas: (1) Manufacturing, Trade and Connectivity; (2) Human Health and Potential; (3) Urban Solutions and Sustainability; and (4) Smart Nation and Digital Economy. Some of the target outcomes include raising trade and connectivity in sectors such as aviation and sea transport (1), expanding on precision medicine, and advancing human potential through prenatal and early childhood development and fostering health (2), sustainability and resilience of built environment (3), and digital transformation and preparedness towards becoming a trusted digital innovation hub (4).
With R&D as a key pillar of national development, basic research will continue to be supported in the research portfolio, alongside investigator-led funding to support and encourage bottom-up ideas, interdisciplinary research, and medium-sized grants to allow for sufficient scale and impact. Finally, scaling of I&E for technology translation and commercialization will be supported, supporting existing platforms with high growth potential, and reinforcing enterprise-driven capacity for market-oriented innovation. The interested reader is directed to National Research Foundation website for more details.
In the first quarter of 2022, several research entities were announced or launched which is expected to further expand Singapore’s research capabilities. The Consortium for Clinical Research and Innovation, Singapore (CRIS) was launched to support national-level clinical research and innovation initiatives, housing five biomedical research entities. The Institute of Sustainability for Chemicals, Energy and Environment is a newly established research institute to advance R&D in sustainability towards decarbonization, green materials, and green processes.

CHAPTER & SIG UPDATES/EVENTS |
| SA CHAPTER EVENT: FROM A CLINICIAN RESEARCHER TO AN INSTITUTE DIRECTOR |
The SA Chapter held its first event for 2022 on 14th April with a presentation by Professor Raymond Chan, Director of the Caring Futures Institute at Flinders University. Professor Chan spoke of his transition from a clinician researcher to an Institute Director and outlined lessons learnt over his career that helped him to progress to his current position as a research leader. His reflections on what built his skills, confidence and resilience along the way resonated well with what you need to thrive in research management.
The talk was followed by a panel discussion of the points raised by Prof Chan and how the SA ARMS Chapter could better support research management in SA?. Ideas included: briefings from NHMRC and ARC; a local event to share ideas and experience; creating position statements on topical matters e.g. informed consent changes; updates on the SA Productivity Commission report and outcomes; ideas for synergies across research institutions (bringing together Institute Directors from all the Universities); grant writing skills workshops; project management, risk management and contract management; and guest speakers like the SA Chief Scientist.
